Check Domicile Eligibility
Confirm you meet the domicile requirements for your state before registering. Wrong registration wastes registration fees and time.
Register on State Portal
Go to your state authority portal, create an account, and complete registration. Pay the state registration fee (varies Rs. 250–2,000).
Upload Documents
Upload scanned copies of marksheets, domicile certificate, category certificate, photos, and ID proof as required by the state portal.
Document Verification at Helpdesk
Most states require physical document verification at a designated helpdesk before you can participate in choice filling. Schedule this early.
Fill College Choices
Select government medical colleges in your state in preference order. Include all realistic options — you can add 30–60 choices in most states.
Seat Allotment & Acceptance
Based on your NEET rank, category, and choices, a seat is allotted. Accept it and pay the state security deposit within the deadline.
Report to College
Carry all original documents to the allotted college within the reporting window. Missing reporting cancels your seat.

What is state quota in NEET counselling?
85% of all government medical college seats are reserved for students with state domicile, filled through state counselling conducted by each state authority. The remaining 15% go through MCC All India Quota counselling on mcc.nic.in. You can participate in both MCC and state counselling simultaneously.
Do I need state domicile for state counselling?
Yes, in most states. State domicile is typically proven by: studying Class 10 and 12 from that state, or having parents resident in the state for 5+ years. Requirements vary — Tamil Nadu requires HSC from TN, Delhi has very strict domicile rules. Check your specific state authority for exact requirements before registering.
Can I register for state counselling in multiple states?
You can only register for state counselling in states where you meet the domicile eligibility criteria. Most students are eligible only in their home state. However, some states have non-domicile quotas (like NRI or management quota in private colleges) where eligibility is different.
Is state counselling registration separate from MCC?
Yes. State counselling has completely separate registration, fees, and choice filling on each state authority portal. You must register for state counselling independently from MCC. Both run simultaneously — track deadlines for both carefully.
What is the state counselling process step by step?
Register on your state authority portal → pay registration fee → upload documents → fill choice list of state colleges in preference order → seat allotment based on NEET rank and choices → accept seat and pay security deposit → attend document verification at state helpdesk → report to allotted college. Repeat for subsequent rounds if you choose to upgrade.
Can I participate in state counselling if I already have an MCC seat?
Yes, but you need to check the specific rules. If you accept an MCC seat and want to upgrade via state counselling, you may need to surrender the MCC seat (losing the security deposit) or it may be automatically cancelled. Always consult a counsellor before withdrawing from one process to join another.
